ok his power reduces health of all pokemon by 20

so say tesiursa with 60 hp -20 due to power 40 hp. has 30 damage on him leaving him with 10 health
if he attacked and killed the metagross while doing 10 damage to himself. would tediursa live or die.

basically who dies first? or would metagross's body continue working till the begining of your turn. even if he died.? or would the power stop the second he is removed from play.

At the time you're checking for knockouts, the Metagross is still in play, and his Body is still active. Both Teddiursa and Metagross would be knocked out at the same time.
