Ruling Manaphy UL

[Purpose]

Lets say I went into a tournament with this deck:

1 Manaphy Unleashed
59 Fire Energies

and I ran into a person with the same exact deck. Since we both couldn't do any damage, and we both keep shuffling our hands into our decks to avoid a deck out, how would you decide the winner?

If a player is late to the match and the other one isn't, the player who is on time wins. I can't find anything else in the Tournament Rules manual. The problem with this scenario is that it is impractical that both players would have a deck of just one Pokemon and 59 energies that don't allow it to do damage. This is probably something that would get noticed in deck checks where I would talk to the player before the tournament starts since we normally check lists before play begins.~Mark

at that point it would be clear that neither player intends to win and a double game loss would most likely be issued
