Is this Tier 1 or 2 standard material? Open to any changes INCLUDING removal of Garbodor if necessary. I made a few edits, and I added 2 Max Potions, thus leaving me with ! trainer's Mail. Should I remove it?

I think you should swap out a Shaymin for a Head Ringer. If you pair Resistance Blizzard and Head Ringer, you can put your opponent's EX's to a full stop. Great deck, I definitely think you should use it!
