lv. x's in decks

i just saw this on the translation page and is it really going to be like this when LA comes out?

It's been that way for sometime in Japan. We will NEVER get Lv. Xs in starter decks. Ever.

Yup.It sucks that we dont but its true. In Japan, they finally didint put 1 in each of the IFITDS half decks.

Japan did that with Ex's as well, so yeah. We ain't getting that. We get tins though.

why does japan get every card easier or do they make up for this in cost of the deck? I mean does Pokemon make that much more money from Japan?

Absolutely. All the cards are originally designed by Japan (Do you ever see a card that's illustrated by a non-Japanese artist). I heard of a name that goes by TOHO studios, but I'm not sure in their relation with pokemon. Back to the main point, since they created the cards they get it first and at a cheaper price. Somebody correct if I'm wrong.
