Lugia/Landorus with new Frozen City

So I'm new. Only started collecting again with a plasma storm trainer box and just did a pre-release in which I went 4 and 1 so I'd like to think I have somewhat of a brain enough to play this game a little more competitively. I have researched a lot of decks being used currently and really like the possibility of Lugia/Landorus EX for myself. I had thought of a similar deck even before I started seeing it online. However, Landorus has the water weakness which I wanted to avoid since my friend plays Keldeo/Blastoise. With the plasma freeze releasing Frozen City stadium card, it looks like that could be a great counter for the massive energy acceleration by blastoise giving a little coverage to the giant weakness of Lugia/Landorus. I know neither of these main EX cards are cheap so I wanted to get some input to make sure it's a good, competitive deck. Also some opinions of key pieces I would need to make this deck work other than the obvious.

Well, you're going to get get your hands on some plasma energy, and run colress machine which lets you grab plasma energy from the deck and attach it to a plasma pokemon. For me though, Lugia is situational as he only puts out 120 damage. Im not sure what Landorus does, but you would need something to spread the damage around then use lugia for the easy kills.
 
Landorus does 30 to the active and 30 to one of the opponent's bench. Its second attack does 150 damage if you discard all fighting energy attached to it.

You would definitely need to run Switches because Landorus' Retreat Cost is high. You might also consider Float Stone which is a tool that gives the Pokemon it is attached to free retreat. It might be worth it to try running some Pluspowers because the 10 extra damage can make a difference in some cases.
