Ruling Level Up? and Resistance/Weakness?

1) Can you only Level Up one Pokemon per turn? o.0

2) If you can only Level Up one Pokemon per turn, are trainer cards and effects of other cards exceptions to this rule?

~Resistances/Weakness & Poke-Powers/Bodys~

1) Let's say a Psychic Pokemon uses an attack that doesn't do Damage, but puts Damage Counters on an Active & or Benched Pokemon that has Resistance & or Weakness against Psychic Types, would you apply the Resistance & or Weakness?

2) If a Poke-Body/Poke-Power says something along the lines of "Prevent all effects of an attack, including Damage done to "Pokemon Name here" on your opponents next turn", and your Opponent uses an attack that puts Damage Counters on this Pokemon, are the Damage Counters placed on this Pokemon? o.0

1) No. However you can only level-up a Pokemon you didn't evolve this turn, unless using the effect of a card (Level Max or Porygon-Z).

2) See above.

3) Placing damage counters =/= doing damage. Weakness, Resistance, and any other factors that add/subtract to damage are not applied in this case. Placing damage counters is an attack effect (and if your opponent has a card such as Unown G which prevents effects, it is stopped).

4) As damage counters is an effect of the attack, the answer is no.
 
You can level up as many Pokemon as you are able to get into the Active spot per turn, provided you would be normally able to level them up.

r/w/junk:

1) No. You never apply W/R when dealing in damage counters.
2) No. Putting damage counters counts as an effect of an attack, so it's blocked.
