Ruling Junk Arm and Dark Patch Questions

Can you use Junk Arm if you have no trainer cards in your discard? Also, can you get back a trainer card that you discarded with the Junk Arm? Like the Junk Arm question, can you use Dark Patch if you have no {D} energy in your discard?

You may not use a card for no effect. So, if you have not trainer items in your discard, like it says in plain text on the card, you may not use junk arm. Same for dark patch, if you have no basic darkness energy in your discard pile or darkness pokemon on you bench, you may not use dark patch. Same for cards like super rod or revive. You must be able to do something when you play a card. Remember, you may not play a card for no effect when it involves public knowledge (i.e. cards in discard pile, number of cards in hand, number of cards in deck, number of prizes, cards in the lost zone, and cards in play).
 
To answer the question Snorlax didn't answer. You may use Junk Arm to get a Item that you discarded with that same Junk Arm. However there still must be another viable target for Junk Arm in the discard pile before you play it.
