No it's right but If he swicth his active pokemon out this effect will stops !
 
ya thats why youll hasve to run skarmory ex so if they do retreat you have them do damage to mthem or take the 30 so keep cycliny through with it.
 
The fact that it references the Defending Pokemon indicates that it's an effect placed on the Defending Pokemon. So it goes away if the opponent switches.

Not sure what you're talking about with Wobbuffet LM. It works the same way:

ya they have so many problems like delta reduction aand how if you ko the poke mon with that attack then the new pokemons attack woudnt be reduced any.
