Shiny Raichu is Level 51. It knows Thunder, Thunderbolt, Slam, and Flash which will be deleted. It is not cheated for other than cloning.

It is impossible for me to teach it Volt Tackle, sorry. I have Pichus (Non-Shiny) that know Volt Tackle, I'll give you one of those if you'd like. For free.
