Seems like you only want to collect, and not play competitively nor scalp for profit. In which case, printing out proxy cards is by far THE cheapest way to collect!!! Another cheap option is to collect cards in TCG Live and Pocket! Who doesn't want those Pocket exclusive alt art cards that are so rizz and drip!!!

Pocket pull rates are ass… and TCGL is basically like selected cards, so other cards cant be there.
Also, pocket is NOT F2P FRIENDLY. I have been playing SINCE RELEASE DAY and literally not much has changed. Theres no endgame where you can get lots of hourglasses (the currency to open packs) and they stop giving you free rewards once you reach max level. If you want lots of dripped out cards, prepare to spend a little.

For Japanese cards, theyre usually my go-to option. They are cheap, have better texture than English, and usually less scalped for once the English set releases. Heres some personal tips!
Probably buy sealed boxes, as PCJ (pokemon center japan) packs are random and can either give you no hits or a lot of hits. Sealed has fixed hit rate which is more reliable.
For special holiday sets like Tera Fest (Prismatic), go to Japan on release date. Worked out for me last time I went, cuz i was able to find boxes at around 5500 yen. Then probably wait for the English set to release, so the Japanese packs become a little cheaper.

However, some Japanese sets are way more expensive than English, which could be due to cards in different languages being more valuable. For most cards, the English card is more valuable. However, a good example to deflect this pattern is Lisia’s Appeal, 091 in Paradise Dragona and 246 in Surging Sparks. Lisia is considered a ‘waifu’ in Japan, hence the card goes for around 150 in JP and only 60+ in English. A good way to find these types of cards is to, being frank, finding all the underage girls. There is a literal market to back this. Look at all the Lillie cards released. Look at the Rosa full art. Look at Misty. Theres no need to say anymore.

If youre going for collection reasons, try your best to avoid extremely expensive sets with big chases. These are usually fan favourites (Charizard, Pikachu, mewtwo, greninja, eevee + eeveelutions, rayquaza, gardevoir, lucario) so just try your best to avoid these IF youre not buying straight from japan.

Good luck trying to find what you like!
