XY Is Latias/Latios from Eon Ticket shiny locked?

I've been trying to get a shiny Latias for some time now, and I still haven't got it yet. So it makes me wonder, is it Shiny locked? And if not, does running from the battle give the same effect as a SR?

Not it is not. Like in the original Emerald and Ruby and Sapphire you can reset until it is Shiny. I have the old events shiny and I obtained those from people who had the games and migrated them to 4th gen. They are legit so you should be able to get these shiny again.
