i don't think so becasue of these reasons
1.it eveoles form rliou
2. you can breed it
3.it's too easy to get

here's some reasons people think it is
1.it has powerful stats[but not god-like stats
2.it was in a movie
3.it looks like one

let's debate on this thread about the topic but keep it nice and clean or bad talk and no being rude also
 
Lucario ISNT a legendary, although randys right. We all know hes not a legendary, but its move set is also great, like a legendary. Plus stats. Plus it was in a movie. It apears in Pokemon Mysterious Dungeon. It was one of the first pokemon discovered before D/P came out. Its pretty close too a minor legend, maybe in the category of sallamance and other such strong pokemon that are NOT legendarys

It's definately not a legendary. Here are five reasons:

1. It was in a movie: Like Unown is a Legendary, yeah right. Mew is the Legendary in the movie, Lucario is a supporting character who happens to make it into the name.

2. It has a pre-evo: It evolves from Riolu, and we all know lengendaries can't evolve.

3. You can breed it: Only Manaphy can do that, and then it can't evolve, so yeah.

4. It's stats: Are not legendary material. All legends are 580 base stats and above. This thing is like Infernape 2.0.

5. Pokedex location: Suggestions no relationship to it being legendary.
 
Its not legendary. Gamefreak has confirmed Lucario to not be legendary already. That is enough proof that he isnt A legendary pokemon.
 
Lucario is not a legendary. Consider these:

- If it was Legendary it would not have a gender
- A gym leader, a Elite Four member and several trainers have Lucario in the game
- It should not have a pre evolution if it was Legendary.

People define Legendaries as one of a kind, HOWEVER, That is not totally true. Mew is not one of a kind, It was hunted to near extinction and there are a couple left. Alot of the legendaries *ARE* one of a kind, like Moltres, Articuno and Zapdos. Lugia did have a kid in one of the Chronicals episodes, so Lugia might not be one of a kind after all.

Well Heatran can be A male or female. So your theory is incorrect.

Heatran's like the Lati's....legendry, have a gender, yet can't breed.
 
Lucario in the movie is indeed a legendary figure.
But in the games, no. Lucario is not a legendary poke.

He only looks legendary. Lucario's complicated design kinda made it look like a legendary. :D
