Can Blastoise's Hydro Cannon and Double Rainbow Energy be used as a combination stradegy? @_@?

Its effects is such to take 2 water energy attached to blastoise in order to deal 100 damage to any opponent's pokemon. Can Double Rainbow Energy be returned to hand instead of 2 water energy card?
 
Yes, it can. Hydro Launcher says to return 2 {W} energy to the hand, NOT 2 {W} energy CARDS. DRE, in Unlimited format, can be used to satisfy the cost.

In Modified, it's usually combined with Feraligatr Prime's Rain Dance though. It's much easier.
