Step 1: Open up a banner that you have.
Step 2: Go to File > Open as Layers > (pick a banner with the same size)
Step 3: Make sure that your layers window is out, to see it, go to Windows > Dockable Dialogs > Layers
Step 4: At the bottom of your layers window, click the white square at bottom left, then click "ok". This makes you a new layer. You should always have an invisible layer in between your banners for better quality.

Step 5: Go to Filters > Animation > Blend.
This will pop up:
make the settings exactly like this, except for the Intermediate frames part, you can use as many from (recommended) 5-15. Make sure the Looped box is checked, then click OK.
Step 6: To see a preview, go to Filters > Animation > Playback. Save as .gif
Step 7 (optional but highly recommended): In your layers box, find the two layers that are the completely visible ones. Rename them both as (2000ms). Before, they were probably Frame 10 and Frame 1. To rename, double click.
