How do you rate someone? Or a thread

How do you rate someone, like put a positive on someones reputation? Also how do you have ratings on threads, like when it has a number of stars next to it?
 
Normal members cannot give reputations to strategists/mods/admins; only someone in one of those user groups can do that. As for rating threads, there is a panel in the lower right corner that says, "Rate This Thread." From there, you can pick a number from 1 (Worst) through 5 (Best).
 
I also have a question: Can members of the trade council give reputations to stratagists or mods?
 
No, normal members can rate it too. Watch, I'll rate it a 3. Its in the lower right hand corner. See where it says, "select rating"?

Yes, they can. I just forgot to mention them because they are new.
 
ehh man I seriously cant see it. In the lower right hand corner I just see the qoute and nex to it report.
 
No, go lower than that. Do you know where quick reply is? That big white text box? Its to the right of that. Or, below report.
