User CP -> Edit Profile -> Change Avatar
From there you can either:
~Upload a file from your hard drive to use.
~Upload a file from a URL on the Internet.
Just note it must go under the usual restrictions, 160x150 pixels and <40 KB. If it's larger, it will be resized.
