Help with my Drizzle team please

Hello, I was planning to make a team exactly like this because I'm a noob. But I've run into a few problems.

1) How do I get my pokemon to their respected EVs? What are EVs anyway?
2) I have a Dragonite lv 55, a Scizor lv 55, a Rotom, I can train a Ferrothorn. I have no idea how to get a drizzle politoad. I also have a Jirachi that knows Wish. ( I heard some where that Wish was good.
3) where do I get all these moves? I don't have them in TMs.

Oh cool, its my team. :p

1.) You gain EVs by battling Pokemon. Each Pokemon gives out between 1-3 EVs when defeated, and for every four EVs collected, the stat goes up one point when leveled up. They stand for effort values. For more info, check this out: http://www.pokebeach.com/forums/thread-ev-training-guide--102854

2.) To get Drizzle Politoed, you'll need to connect your game to the Dream World and find a Poliwag. Evolve the Poliwag into Politoed and it'll have Drizzle.

3.) Most people (like myself) play Competitive Pokemon on Pokemon Online, which takes out nearly all of the work in building a team on the DS, making it more accessible. So that's how I got the moves; I have no idea where to get them in game.
 
Keep in mind that PO (Pokemon Online) is only a simulator, which means that it will not change anything on your game. Tons of people use it over the actual game because:

1) Easier to find matches.
2) MUCH easier to build teams.
3) Faster and more organized.

I'm sure you know this, but PO only offers the battling function in the game, which means there is no CPU to fight against or to earn any gym badges, no overworld, etc. It's much easier to understand once you use it.
