Ruling Gyrados' Dragon DNA

Ok so we are in a heated debate about the interpretation of Gyarados' Dragon DNA. The Magikarp's attack (Flail Around) does 10 damage times the number of heads. Would the attack do +30 damage to the base damage of 10 and then flip 3 coins to do 40 damage times the amount of heads or is it 10 damage times the amount of heads then add 30 damage?

The +30 is just like an Expert Belt +20. It is added onto the end after you calculate how much damage the attack would originally do (but before weakness). So it would do (10 x # of heads) + 30.
