As far as the translation reads you select a Garchomp from your discard pile and attach three basic energies too it, so the Benched Garchomp would indeed be treated as a basic

Actaully, it doesn't have to be a garchomp. It can be any pokemon. And yes, you can get a stage 1, Sage 2, stage 3 jk, or Basic pokemon.
