Can you play fossil cards from your hand (ex. Skull Fossil) with a Vileplume on the field?

No you cannot.
Skull fossil counts as a basic pokemon ONLY when its in play.
While its in your hand, it is a trainer card and you cannot play any trainer cards when Vileplume is in play. Thus, you cannot play any fossil cards either.
