Ruling Foreign Cards Questions

I plan on trading for a German Luxray GL Lv X soon. However, I'm unsure because it is a foreign card.
Are foreign language cards going to be banned next year?
Or is it just Japanese cards because of their alternate back sides?
Is there a limit to the amount of foreign/japanese cards allowed in a deck?

Foreign language cards are going to be banned from premier events. Worlds there might be exceptions. Until after Worlds, you may have up to 10% of your deck contain foreign language cards. You must provide a reference. If you don't live in a country where German is a local language I wouldn't recommend doing the trade.~Mark
