Ruling Foreign Card Usage

I have asked lots of people the same question, and I've gotten several different answers, so I would like to solve this here:

A) What is the limit of foreign cards you can use in your deck?

B (more important): What is considered a legal translation?

I'm especially confused with B, because some people say that you NEED an english copy, some say you need a printout, some say Card Dex is fine, and some say the World Championship Promo is fine. I've also heard that you're not allowed to use Card Dex or Printouts any more, so I'd like this question answered.

A) up to 10% of your deck can be a foreign language card. This includes basic energies.
B) The Card-Dex on pokemon.com and an actual English version of the card are legal references.~Mark
 
Note that while the World Championship cards are not legal for use in your deck, they are legal for use as translations
