I've been considering this deck for a while, but I've only had enough free time to build it today. Here it is:

The Strategy: I set up a T2-3 Rayquaza C Lv.X using the Flintzong engine, and Banette PT and Night Teleporter (So Helpful!!!) to get no cards in my hand. 200 damage every turn. Shiny Milotic is to stall is I've got nothing happening. Sableye is my starter, and a very good one at that. I can abuse Flint's, Bebe's, or Collector. I don't use the Pixies for: a) Uxie is WORTHLESS in this deck, and b) Azelf takes up valuable bench space.

The Suggestions: You may think that I have to much energy, but, in reality, I can't draw them enough! Maybe some help with that? And, a fourth Bebe's would be nice. Okay. That's it.

Otherwise, the deck works really well. Thanks in advance.
 
I would suggest adding 2-3 Interviewer's Questions to help with the energy.
 
I only used 3 of every energy ( {f} {w} {p} ) when i ran rayquaza c. And uxie is still useful in this deck since you can just play the cards you draw or discard them to get 0 card hand again.
And you don't need to have 0 card hand all the time when attacking since rayquaza goes down on 2 attacks (sometimes 1) so the first attack is good if you have 0 cards. But if rayquaza is damaged and there is a possibility that the opponent can do enough damage to k.o rayquaza, then you save your hand if you got good cards and discard the energy attached to rayquaza when attacking.

And the reason why you can't draw your energy is, you don't run any uxie(s)!

So take out:
1 of each energy

Put in:
2 uxie LA
1 azelf LA (what if both basic rayquaza s are prised? )
1 Professor oak's new theory (for some hand refresh, you might need to add more later)

Do you really play sableye in this deck? If you do they ain't listed in the list.

Trust me you need pixies...

 
Okay, thanks for the advice. @FlamingDriscoll09, I like the Interviewer's Questions idea. Hmm... I still don't think I have room for Pixies. However, I won't forget them; I'll go to league Wednesday and test the deck. @Aburame Yuki, what you are suggesting is more hand draw, refresh, etc., even when this deck wants no hand. And, nice catch on the Sableye. *Fixed*

As for the Interviewer's Questions, I'll take out one Fighting Energy and one Pokemon Collector for it. I need the water for SH7 Milotic. So:

I know what i suggested but you will need it. You said it your self, you have trouble getting the energy to your hand. IQ might help you on that but uxie will help you get anything you might need. And after you use set up you can mostly use up to 4 of the cards you drew and then you only have 3 cards left and thats why you play banette, right? I have played this deck in 3 different ways and i always played a lot of hand refreshing cards since you don't want your next turn to fail when you have nothing to play.
