Ruling Few Questions.

Ludicolo's power.

if i have 4 of these in play. and use one of there powers. next turn is it only the one that used its power that does 60 more. or any of them?

Ludicolo's body

would that just be this ludicolo. or all pokemon called ludicolo?

if the answers aer different. is there any rules to determine which powers/bodies can/cant be used across other pokemon?

Both of these powers are self-referencing. As a rule of thumb to find when a text is self-referencing, replace the Pokemon's name with the phrase "this Pokemon." If it still makes sense (grammatically), it's self-referencing.

Cheerful Voice: "...During your next turn, this Pokemon's attacks do 60 more damage..."

Rain Dish: "At any time between turns, remove 1 damage counter from this Pokemon."

In other words, both Cheerful Voice and Rain Dish apply only to the Ludicolo using them.

To add to that, if it replied to all Ludicolo in play, it would say 'any Ludicolo', rather than just 'Ludicolo'. Example is Shaymin LV.X's Thankfulness Poke-Body (its benefits do not extend to anything named 'Shaymin').
