Sounds interesting, but you should change the effects of Rayquza's first attack from damaging every pokemon to just 3 or all of your opponent's pokemon.
And the second attack is nearly as useless, at least make it 20 for each pokemon that already has counters on it.
And I also think that the techinical machines are just too plain, you should think more interesting things, like:
[SCCC] Terror Blow (30)
The defending pokemon cannot attack or retreat during your opponent's next turn. After your opponent's next turn has ended, you may choose one of the opponent's benched pokemon and switch it with his or her active pokemon.
Another one:
[SSC] Shadow Chill
Choose one of your evolved pokemon. Remove the highest Stage evolution card and shuffle it into your deck. If that pokemon had any damage counters on it, you may move any number of them to your opponent's pokemon in any way you like.
