Ruling Energy Retrieval Question

My opponent used an Energy Retrieval Item card today from Black and White and he only had 1 energy in his discard pile. The card reads, "Put 2 basic Energy cards from your discard pile into your hand."

I allowed him to use it because I wasn't sure, but... Does the user of this card have to have 2 or more energy cards in the discard pile to let this cards effect be fulfilled?

This is one of those "fulfill as much as you can" situations. In this case your opponent made the right move because he took as much as he could.

Note that if there were no Basic Energy cards in the Discard Pile it would not be a legal play because you can't play a card for no effect.~KA
