Electric Deck?

Luxchomp (Luxray G Lv.X/Garchomp C Lv.X) is the pretty obvious Electric type deck that's been winning the most (claiming both Seniors and Masters at Worlds a few weeks ago). However, it is a pretty pricy deck and hard to play IMO, so I probably wouldn't recommend it to a beginner just starting to play. It can always be a goal to reach for however. Some other alternatives might be Lanturn Prime, Raichu Prime, Ampharos PL, Luxray AR, etc.

Yeah I knew about Luxchomp but I didnt want him to start with that deck. Like you said it is pricey and can be hard to use. I will look into the other decks you mentioned.
 
I guess Magnezone SF with Spiritomb is alright. I skipped over it mainly because it will be better with Magnezone Prime.

Manectric and Ampharos from Platinum pair well with each other. Spread damage to those who have Powers, and then lock 'em.
 
@Dmaster: Actually, I'm not so sure. I suppose it's a Magnetic Search Magnezone Replacement, but IMO Magnetic Search is more consistent.

A pretty decent Electric deck is Raticate AR and Luxray AR and four expert Belts and possibly some other assorted tools. You play BTS or Rare Candy to evolve Rattata to Raticate, energy, and Expert Belt to Donk easily, and then use Luxray for late game, to dispose of other hand-clogging Expert Belts and tools. Mismagius SF is also a useful tech, as well as Porygon-Z G to get back some tools.
