Ruling Electivire (TR) with expert beltt

OK, Electivre's (TR 20/121) attack thunder shot states that it does 50 damage to each of the opponents pokemon with energy attached. If expert belt is attached to electivire does it then do 70 damage to each of the opponents pokemon with energy?

Also is the answer the same when blackbelt(TR) is attached, so 90 damage is done to each?

For both Expert Belt and Black Belt, the answer is "no." Those cards specifically increase damage done "to your opponent's Active Pokémon." So with Expert Belt and Black Belt, Thunder Shot would do additional damage only to the opponent's active Pokémon (assuming that Pokémon had any energy attached to it) and 50 to any of the opponent's benched Pokés that had any energy attached.
