No. Speed shot does actual damage. Its damage is not considered an "effect" of its attack, and is therefore not blocked by things such as Unown G and Toxicroak G's Poke-BODY.

Simply put, anything in an attack (not including choosing an attack target) that does something other than damage = effect of an attack.
