Ruling Effects of an attack

Would Unown G/Holon WP be able to block Magmortar LvX's Flame Buster attack? Generalizing this a bit, would it be safe to say that any attack that doesn't specify damage next to the attack (like Flame Buster or Ghost Head) would be blocked by Unown G/Holon WP?

It does say "100 damage" or something. Which means it's damage, not damage counters, and thus unpreventable. All sniping attacks do damage, which means it's not prevented, even though there isn't a number on the side.

Any attack that says "This attack does X damage to X" is consisdered not an effect. Although Dusknoir's Attack is an effect because it's placing damage.
