Ruling easy paralizer?

Is there a pokemon card that paralizes without fail...not those attacks that paralize according to a coin flip, but one that paralizes for sure.. oh and with the lowest enery cost possible?
 
Magnezone LV. X paralyzes without fail but he is technically a stage 3 and requires 3+ energy. (I can't recall how much energy he uses, check the old news archive of pokebeach.)
 
^He needs 1 Metal and 1 Lightning to do that. He's in DP5, btw.
The better one you're looking for would be Gliscor Lv. X from DP5, it's only a stage 2 and doesn't need any energy to do so since it comes with his Power. Too bad it's only usable when you place him down, but Paralyze is too good to be guaranteed so it's not that strange.
Another option is Walrein MT, the paralyzing isn't 100% but it has a nasty condition.
 
The only reason that people don't have autoparalysis is that it's incrediably broken to get through it. You can't retreat without Trainer or Power support, you can't counterattack, and you just have to sit there until you lose a prize. Obvious why none of them really have it, without a recoil effect that's nasty.
 
You need:
Magnezone Lv. X
Electrivire SW

Have Electrivire on your bench, on Magnezone X your active, and a hand full of metal energies. Each turn use Electrivires power to attach an Elec energy from the discard pile to Electrivire, then move it to Magnezone X with its power, and attach a Metal Energy from your hand to X and do 80 and paralyze. Then repeat.
 
So if Magnezone x uses cyber shock(Discard a lightening and metal energy) and there's a special metal energy attached, does it have to be discarded in order to paralyze?
