Ruling Early game evolution

This has confused me for a while. Say that I'm going second in the match, am I able to evolve my pokemon without the aid of Rare Candy or Spiritomb or anything like that? Or because it is technically MY first turn do I have to wait?
 
If you are going second, and it is your first turn, you may use Trainers/Stadiums/Poke-Powers or any other effects to evolve your Pokemon, besides the normal evolution method. Trainers/Stadiums/Poke-Powers that bypass the normal evolution rules are acceptable.
