Ruling Drawing Too Many Cards

At my Battle Roads today, I was playing against a guy and I killed his Ninetales. The next turn, he forgot and Roast Revealed, drawing 3 cards from his deck. Then a minute later after making a couple plays, he realized, put the cards back and kept playing. It's fine with me because I didn't want an undeserved win and I trusted him to put the right ones back. But still, I'm curious what the penalty would have been. Because that set me on a losing streak and if I had gotten say a prize penalty I would have won on time and that 1 extra card would have stopped me from decking out too.

Edit- In response to below posts: Thanks. He did discard the Ninetales - he just roasted. But we worked it out as I shuffled his deck after he put them back. And if I know the guy I know he's not cheating so I don't really see the problem with not notifying a judge as that just takes up time although I know that you're always supposed to call a judge and stuff.
 
it would have more than likely been a prize penalty, but it is always up the judge.

when a misplay has been, a judge should be notified. even if he had put the same 3 back. he still would have had the advantage of knowing those 3 cards.
 
As a TO, this is what I would have done:

You knocked-out your opponents Ninetales, but your opponent continued to have it in play. His turn begins and he plays Roast Revel. Then, after a few plays, he became aware of this error and wanted to correct it. Forgetting to discard that Pokemon and using its ability while it was knocked-out -that can be a sketchy scenario. He might have gained an advantage of some sort by doing it or attempted to. If that was the case then I would consider your opponent cheating, but only if I really feel he did it with ill intent towards you. At a minimum I would call for a Game-play error minor for drawing cards when they weren't allowed to do so; penalty of caution. Since this happened in the course of 1 turn then the game-play state would have been repairable.

Please keep in mind that mistakes like this can potentially earn you penalty as well for not paying attention to the state of the game. And always remember to call for a judge, you don't want to take the risk of being had.

And yeah, different judges different things.
