Ruling Double Double Fall?

Ok, this is a question me and a friend have been pondering. Salamence's Double Fall Pokepower.

"Once during your turn (before you attack), when you put Salamence LV.X from your hand onto your Active Salamence, you may use this power. For each of your opponent's pokemon that is knocked out by damage from salamence's attacks this turn, take 1 more prize card"

Is it possible to lvl up one active salamence, switch that one out, then lvl up a second one and double up on the double fall?

Double Fall only affects the Salamence it leveled-up from, not all Salamence in play, so it cannot be doubled up.
Additionally, since Double Fall is an effect on Salamence, if you switch him out, the effect is lost.
