Are you in US or EU? In EU grading (which is similar to PSA grading I think), I would probably say the following based on the pics:
Steelix EX: NM (maybe NM+)
Blastoise EX: GD (Good)
Rest: EX (Excellent)
This is based mostly on the whitening. If there are scratches or other surface wear, it could be lower.
