Ruling Does plus power add 10 to an effect?

My mate tried adding plus power to a pokemon who's damage is 0 but effect let's him choose to do 20 to a pokemon of his choice. So because that attack doesn't do damage but the effect does does plus power add 10 to the effect

Pluspower only adds damage done to their Active Pokemon. An attack also must do damage to do the extra damage.~Mark
