Does everybody get swag?

Thinking of going to Worlds to try for the Last Chance Qualifier.

Does everybody who participates in that get the Worlds swag (playmat, binder, plush, etc)?
 
Can you buy the items there from vendors? Or do you have to find someone who qualified and convince them to sell to you?
