1) Yes. BTS just speeds up the process for evolving. Dialga's Poke-Body will prevent the Active from evolving whatsoever. Leveling-up is not included.
2) Yes you can. In that case it will stack and you will do 60 more damage to the Defending Pokemon that turn.
