Dawn and the Janoh region !

I mean y didn't she take Pachirisu and anyways she already has an electric type already. in the text im getting that Dawn stole Ash's Pikachu.

To settle this, Dawn caught a Pikachu and an Altaria, while still in Sinnoh, and she only took Empoleon and Pikachu with her to Janoh
