Ruling Confusion while Retreating

I'm not sure if this is supposed to go here, but whatever. Does my opponent flip a coin and if its tailthen does the retreat fail? And if so, does he take 30 damage also for failing the retreat?

Also, I think this is in the rule books thing, but I couldn't find any of mine while searching for about an hour.

You no longer have to flip a coin for confused Pokemon to retreat. They can retreat unhindered. The 3-damage-counter backlash is only if an attack fails.
