Ruling Confusion and Evolving

If my active Pokemon is confused, do I have to flip to use it's Poke-Body or Poke-Power? o.0

Let's say the game just started, I went first, I do my stuff and now it's my opponents turn, It's his FIRST turn, so can he use a rare candy to evolve a Pokemon that he had put on his bench face down?

You don't have to flip to see if it works, but make sure you check to see if it can use its Poke-Power or Poke-Body when it is affected by a special condition such as confused.~Mark
 
If your opponent goes second, he may play trainers, supporters, or stadiums, so he is allowed to use Rare Candy to evolve one of his Pokemon.
Generally, Poke-Powers cannot be used if a Pokemon is affected by a Special Condition. Poke-Bodies, however, always work when their conditions are met (unless they are turned off, e.g. Time Crystal).
