Ruling Combee's honey, what is it considered?

Combee from SF has the "Honey" item attached, it searches your discard for a pokemon. What is this little-ability, for lack of a better word-called? And is there any way to block it?

It's not really an ability, its an item effect. And as far as I know, there is no way to block it.
