Well from my understanding you will get to play power spray but it would have no effect. Also for you to use that card you must have 2 or more sp pokes on your side of the field.

You wouldn't be able to Power Spray yourself because you have to meet all the requirements of the card's usage in order to use its effect:
1. It's your opponent's turn.
2. You have sufficient Pokemon SP in play to use the card.
3. Your opponent is using a Poke-Power.
Since requirement 1 is not met, and requirement 3 is definitely not met, Power Spray would not be able to be used.

I think DNA is saying what would happen if the opponent sprayed his Psychic Lock (and we'll assume, too, that all other requisites are met to play Power Spray).
I'm inclined to agree with capt.penguin: that flipping tails would result in discard without having any other effect.
