Ruling Celebi EX and Mew EX

Sorry if this has been asked before.

Let's say we have a Serperior with a Servine with wring out and Snivy under it on the bench. Mew EX is active and Celebi EX is on the bench too. Can Mew EX use Wring Out through Versatile and Tme Recall? In other words, can the two abilities function together?
