Strategy is fairly simple but requires a little time. Set up quick Kyurem, Kyurem EX, or Kyogre EX for tanking until Carracosta arrives. Kyruem NV gets bench/Eel kills and is not weak to Zekrom/Raikou. Kyogre gets bigger bench kills, but is weak to Zekrom/Raikou and offers 2 prize cards if it can't stay alive. However, Kyogre gets to switch in Carracosta for free while doing 30 damage. Kyurem EX is big, can stand up to EX's, Isn't weak to Zekrom/Raikou but will lose 2 prizes if it gets KO'd. Either way the starter will eventually get KO'd and provide for Twins which will get Twist Mountain. If not, hand refresh cards and water basics should hold over while Twist Mountain comes. Exp. Shares are set up for benched Pokemon, preferably Tirtouga/Carracosta (also not weak to Zekrom/Raikou). Carracosta comes into play, hits for constant 80 while he discards opponent's energy and enjoys damage reduction.

Yeah, once twist mountain comes out, i think no on e will be using the actual "fossils" to get fossil pokemon out. The only I see is the fossils and maybe the rock helmets. they feed the outraging dragons so they can have a controlled strong outrage. The person above me probably knows what he's talking about so, the additions should probably be the same as his.

Having less Heavy Ball scares me for consistency, but I like your suggestions. Unfortunately, I can't afford even 1 Mewtwo :( Ideally, both of you are right that I wouldn't need those fossils at all, which would free me up some space. I have a few catcher, Twist Mountain and a Kyogre already so I think I'll try this out.

Just one question, for my Kyogre EX/Kyurem EX line it was 2 of either one. Since you mentioned -1 Kyurem EX, that means only 1 Kyogre remains, correct?

Feraligater is needed IMO since carracosta needs so many energies to attack. Without energy acceleration this deck will be very slow o setup.

I second this ( but since GS will be rotated out in a while, you might want to think of other ways of energy accel... which is needed)

Well, when feraligater is going to be rotated, which isn't going to happen for a while, Collector and others will too.
Try
-1 kyurem (3 maybe enough)
-3-4 cover fossil (twist mountain may be enough)
-3 twins (won't be that needed IMo)
-2 cilan (only 1 needed)
-1 water (9 may be enough)
-2 exp.share (might not be too needed)
-1-1 carracosta (3-3 may be enough)

+3-2-2 feraligater (energy acceleration)
+1 fisherman (helps a lot)
+3 catcher (needed)
+1 twist mountain (3 is more consistent)
+1 collector (at least 3 is needed for setting up)
+2 rare candy (for feraligater)

Exp. Share is your only energy acceleration so you will definitely need 4.

EDIT: Take out rocky helmets

I think a couple of more draw supporters could help a lot. Maybe
-3 exp. share (since feraligater can help)
+3 draw support (maybe juniper or sage's)
 
Take out Kyogre. It's maximum damage output is 100 compared to Kyurem's 180. Plus it has a {L} Weakness, which is a terrible thing to have a Weakness for; Thundurus and Plus Power for two prizes.
 
Well, kyogre helps because it can snipe so it can take down two of the Pokemon faster while kyurem spreads for thirty each but doesn't concentrate it on two of their pokemon.

Or would Juniper be better?

In regards to Kyogre EX; he also switches for free while doing damage. Perhaps a weak late game card, but great early game.
 
I think juniper may be better since it gives you a new hand when you have a dead one. Just drawing 3 cards isn't that great IMO. I'd go with juniper maybe, but sage's is also really good.
