No as they say at the bottom or somewhere on the face of the card "This card is not tournament legal". So even with sleeves, no you can't use them.

While you may not use them in your deck, you may use them as a reference card outside your deck.

The only ways that you can use them in a deck is if you are playing the wole deck (in leuge), or if you use them in a deck in leuge play and have sleeves. That is the only way you can use them in a deck.
