Ruling can this happen

yes becose electromark does not make damage if it use shock wave that is damage but not electromark
 
Ice barrier prevents all effects of attacks made by ex's including damage.
Electromark and Shock wave are both prevented by ice barrier.
 
If Latios uses Ice Barrier, it becomes immune to everything a Pokémon-ex does through an attack next turn, even if it indirectly affects him (think Ariados's Spider Trap). Therefore, Tyranitar may not place a Shock-wave marker on Latios. The only way it may place a marker is if Latios is forced to the bench (clearing memory) by something like Cyclone Energy or Warp Point.

No, Tyranitar can't put Marker on Latios if Latios use Ice Barrier. Cause, Ice Barrier prevent all effects, that counts markers. So, Latios won!
