Say I open the game on my 1st turn with Emolga (Dragons Exalted) as my Active Pokemon and use Call for Family to search my deck for 2 Basic Pokemon that has a Stage 2 line like Piplup and Horsea and put them on my bench as my attack for turn.

Would I be able to use Rare Candy on either of those benched Basics I got with Call for Family on my next turn or would I have to wait a turn afterwards to use Rare Candy on Piplup or Horsea into either Empoleon or Kingdra since they need to be in play for one full turn? Does Call for Family's effect count for one full turn on the Basics I put on my bench with it as long as I meet the requirements for it?

Yes you may use rare candy on your next turn to evolve them. The reason is because they come in play as part of your attack so technically it's still part of your turn. Then your opponent may go and when it comes back to your turn the basic pokemon have now been in play for one full turn and may be rare candy'd into their respective stage two.
