If I start the game and have this on active, can I directly evolve it into a Mothim?

If I am second, can I evolve it?

Finally, if I take it out from the deck or from the discard pile via contest hall or combee sf, can I evolve it right away?

This is more of a Burmy question than a 'burnt' question, wouldn't you say?
To answer all your questions at once...Burmy has the same wording as the Broken Time-Space Stadium; regardless of the circumstances, whether you're going first or not, you can always evolve Burmy into a Mothim or its respective Wormadam right away, regardless of how it comes into play.
