Blissey PT or Pokehealer in Scizor?

What's the best option?

Well... I guess that depends on your meta. If you see a lot of Trainer Lock - mainly VileGar/VilePluff - Blissey PT is probably your best option for getting rid of those pesky Trainers. However, I don't think too many people use Poké Healer + in decks, just since you need 2 for it to be really worth it. That said, Moo Moo Milk (flip two coins, for each heads, remove 3 Damage Counters) is commonly used, and Life Herb (flip a coin, if heads, remove 6 Damage Counters and 1 Special Condition) isn't that rare in my area either for healing.
Then, there is also that classic Super Scoop Up or (Switch/Warp Point)/Seeker combination for healing.

Blissey, since it can take damage off of any pokemon, while pokehealer only works on your active.

blissey would be the way to go, and that many collectors is kinda nuts. Unless you have 14+ basics, they'll end up as dead draws. I only ever run 2 in a deck. Plus poke healer can clog your hand if you're under trainer lock.

Yeah, I'm just going to drop a Collector and maybe a Bebe's for a 1-1 line. I still need to add important things to my deck like Umbreon MD, Luxury Ball, BTS, and Blissey.

please don't take out a collector. 4 collector is the key to consistency in many decks, and the setup power it gives you early game is way more valuable then the dead draw it gives you late game

^^ don't take this the wrong way, but I feel like if you need a 4th collector for consistency, there is something wrong with your deck. if you can't draw into the pokemon you need with either a PONT or Uxie's Set Up, maybe you need to re-evaluate your deck a little. and getting 1st in Cities is fine and all, I just happened to see a guy that was wearing their Cities medal @ states.. he finished in the bottom 10.

I only run 2 PONT, 2 collectors, and 3 beginning doors in my Arceus build. I only lose to Vilegars since there are a total of 10 trainers in the deck that end up clogging my hand and killing me with Poltergeist.

^Hahaha, that's funny. Lots of decks need 4 Collectors for consistency, and it's fine. Such as Mewperior. That absolutely NEEDS 4 Collector, but hey, it's tier 1.5-2, right?
Keep the Collectors for consistency. They're good to have.

It depends on the following factors:
Does your area see a lot of Seeker? Then Blissey is good.
Do you already play Junk Arms? Then Pokehealer is good.
Does your area have a lot of VileGar? Then Blissey.
Does your area have a lot of Power blocking? Then Pokehealer.

Quite honestly, I wouldn't play either because LuxChomp can kill both Umbreon and Scizor in one hit (+Crobats) and therefore there is no need to heal anything.

I ran 4 pokehealer at states and it worked great, so IMO take it from an experienced Scizor/Umbreon player
